Background

Scope and content:

The records of the Valle de Oro Planning Association and its Citizens’ Executive Committee consist of planning meeting agendas and minutes, planning reports, environmental impact reports, and planning maps. Additional secondary reference files on topics of interest (water resources, local flora and fauna) also included. The collection is arranged by topic and then chronologically, by accession. Materials donated by John W. Steiger cover boxes 1-5 and materials from Jack L. Phillips cover boxes 6-9. Oversized materials from both donors are in box 10.

Biographical / historical:

The Valle de Oro Planning Association was established to provide recommendations for the development and management of the 30 square mile of land south of El Cajon and east of La Mesa and San Diego that were unincorporated at the point of the Board of Supervisors Policy I-1 in 1967. The first community meeting was held on November 3, 1971. On June 14, 1972 the group received official authorization as a Planning Program from the San Diego County Board of Supervisors. Between August 30, 1973 and March 8, 1975, the County suspended all staff involvement in Community Planning Programs, although some activities continued on the local level. The San Diego County Board of Supervisors established the Valle de Oro Citizens’ Executive Committee at the Regular Meeting on July 9, 1975 for the development and planning of the Valle de Oro area. The chairman was C. David Herring. Goals and objectives for the Citizens’ Executive Committee were accepted in January 1976. Planning accelerated through the late 1970s into the 1980s, and continued in regional sections afterwards.

Collection comprised of donations from John W. Steiger and Ellen J. Phillips on behalf of her husband, Jack L. Phillips. Materials created by the Valle de Oro Planning Association, Home Capital Corporation, and the County of San Diego Planning Board. Accession numbers: 2016.4 and 2018.15
